Dear Mr. McNelis:

Thank you for your e-mail regarding the Sheriff’s proposal to expand the Las Colinas Detention Facility which has operated in Santee since 1977.  I understand the concerns you have raised and appreciate your bringing them to my attention.

The process for the proposed replacement or expansion of the Las Colinas Detention Facility is at a very early stage.  There will be ample opportunity for additional public comments during the Environmental Impact Report (EIR) process which will take approximately 18-24 months.  The meetings that were recently held in the community serve as part of the Notice of Preparation (NOP) for the EIR.  At the conclusion of the NOP period, a draft EIR will be developed and released for additional public input.  All comments will be addressed in the final EIR.  I encourage you to follow this process and continue to provide your input.

I can assure you that if a proposal for the replacement or expansion of the Las Colinas Detention Facility does come before the Board of Supervisors, I will give careful consideration to the points raised in your e-mail and all other information before reaching any decision.

In order to be of further assistance, I have taken the liberty of forwarding your correspondence to Bill Kolender, Sheriff for the laceType w:st="on">CountylaceType> of laceName w:st="on">San DiegolaceName>.  I have asked him to review your concerns and report back directly to you.

If you have any additional questions or comments to convey on this issue, please contact myself or Robert Spanbauer of my staff at 619-531-5522 or via e-mail at  www.diannejacob.com.

Sincerely,

Rob, I received the same email back from Dianne Jacob. I thought she was genuine in her response, But with a generic letter sent out to everyone it would appear that writes her, It raises a concern in my mind as to how Concerned she really may not be for our City and the movement of Las Colinas.

If you are so interested in my response to Las Colinas, why is it I received the same form letter as you sent to everyone else who wrote with concerns?  I do not appreciate the patronizing behavior that's supposed to pacify me and make me feel as if you really give a damn about what I feel or have for concerns.  You'd be better off spending the time researching a new location for Las Colinas, like next to Donovan down in Otay Mesa, not here in Santee.

you are lucky that you even received a form letter. She was not even curtious enough to send me that even after I emailed her a lengthly letter stating my disapointment over their decision to put the women jail right in the heart of our town center general plan. Drove by Los Calinas Saturday. What is wrong with moving it right across the street? I think that is still edgemoor property. Why put it where there is a church, children will pass by every day and those in apartments and New Frontier mobilehome park will be annoyed with prison busses coming and going, plus the prisioners when released try to stop cars and not always asking for ride. I know as this happened too many times when I volunteered at the Chamber of Commerce fom 1984 to 1994 and they would come in and ask for money for cigarettes, coffee, use the phone etc. We finally had to keep the front door locked. and this was between the hours of 9am and 12pm.We do not need this on Magnolia Ave which is a heavily traveled street.

      Dear Ms. Adams:

Thank you for your e-mail regarding the Sheriff’s proposal to replace and expand the Las Colinas Detention Facility which has operated in Santee since 1977. I understand the concerns you have raised and appreciate your bringing them to my attention.

As an elected official, I pride myself on having all of the facts on an issue before reaching a decision. To that end, it is important to me to continue to receive valuable input from residents such as yourself as well as review all options available regarding the replacement of the Las Colinas Detention Facility. I applaud the City of Santee for commissioning an independent consultant to study the fiscal impacts and alternatives to the proposed 45-acre Las Colinas Jail Expansion Project. I will consider the information found in this report as well as all other information and options before making a decision.

Since this is the Sheriff’s proposal, I have taken the liberty of forwarding your correspondence to Bill Kolender, Sheriff for the County of San Diego for his review and response.

If you have any additional questions or comments to convey on this issue, please contact myself or Robert Spanbauer of my staff at 619-531-5522 or via e-mail at www.diannejacob.com.
